Regular Members: All past students of the school are eligible. They need to be current in annual dues to be able to vote at General Meetings.

Honorary Members: The Executive Committee may confer the status of Honorary Member on deserving individuals.

Rules

The existing rules of the Rusea's Old Students' Association are shown below.  The rules are being reviewed to see what changes are suitable to make them more relevant to the current requirements of the membership. Please read thoroughly and make suggestions for changes you consider appropriate.

 

RULES OF THE RUSEA’S OLD STUDENTS’ ASSOCIATION

RULE 1.  TITLE

  This Association (in these Rules referred to as “the Association”) is known and shall be referred as the “Rusea’s Old Students Association”.

 

 RULE 2.  OBJECTS

 The Association is formed with the following objectives:-

 1..        To bring the boys and girls who have been educated at Rusea’s High

School whether residing in Jamaica or elsewhere, into closer and more sympathetic touch with one another.

 2.         To foster the interest of old students of the Rusea’s High School (in these Rules referred to as “the School”) in the School and promote a feeling of unity between the past and present students.

 3.         To promote the interests and welfare of the school and be an

institution of service to the community.

 4.         To maintain a Register of all living members.

 

 RULE 3 • MEMBERSHIP

 (a)        The membership shall consist of past students and of past and present Masters and Mistresses of the school.

 (b)        The general meeting shall elect as an Honorary Member either for life or for such time as shall be thought fit any one who is eligible for membership of the Association and has in the opinion of the Committee by his connection with or

assistance to the School and or the association - merited the honour.

 (c)        Applications for membership shall be in such form as may be prescribed and shall be addressed to the Secretary and shall be accompanied by the first annual subscription to be determined from time to time at any Annual General Meeting.

 (d)        Every candidate immediately after his election shall be notified thereof and shall be furnished with a copy of the Rules.

 Rule 3. cont’s

 (e)        Membership shall commence from the date on which a person is elected a member, but the first annual subscription shall be in respect of the period commencing with the date of election and ending on the 31st December or the year in which the election takes plate.

 (f)         A member may, by a majority vote at a meeting of the Executive Committee be suspended from the roll of membership if:-

 (i)         he is 2 years in arrears with his subscription

 (ii)        he is guilty of conduct unbecoming to a member and which merits his removal from the roll of members. Fails after being called upon to give satisfactory explanation and such member shall be given the opportunity of attending such meeting and making such statement as he or she may desire. For the member to be struck off the roll, there must be a 2/3 vote in favour of such action at a general meeting.

 

RULE 4.  MEETINGS

 

 (a)        General Meeting of the Association shall be held at least once per quarter at such time and place as the Executive Committee may determine.

 (b)        One of the General Meetings held between the period 1st January to 31st March shall be deemed an Extra-ordinary General Meeting when the Secretary shall

present a report of the year’s activities and the Treasurer an audited financial statement.

 (c)        On the request in writing signed by at least one-tenth of the members of the Association in good financial standing and duly presented to the Secretary, the President shall, within a period not exceeding 14 days from the receipt of such request direct the Secretary to summon a Special General Meeting, giving at least seven days notice stating the business to be discussed. No other business shall be discussed without the consent of a majority of the members present.

 (d)        20 financial members personally present shall be a quorum for an Extraordinary General Meeting.

RULE 5. OFFICERS — EXECUTIVE COMMITEEE

  (a)        The business of the Association shall be conducted by an Executive Committee consisting of the President, two Vice-Presidents, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Public Re1ations Qfficer and five other members of the Association in good financial standing, all of whom shall be elected and shall hold office until their successors have been installed, at the Extraordinary General Meeting. Each outgoing President shall be an ex~officio officer of the Association for the succeeding year. Any vacancy shall be filled by a member of the Executive Committee to continue for the unexpired term.

 

(b)        Seven members of the Executive Committee sha11 constitute a quorum for the transaction of business.

 (c)        The Executive Committee shall exercise all the powers of the Association with the exception of the alteration of the objects or Rules which must be done at a General Meeting with the exception of rules for procedure at meetings which

Committee may do.

 (d)        The Executive Committee may co-opt members from time to time (but such members shall not be entitled to vote Un-less so authorised by the Executive Committee).

 

RULE 6. NOMINATION AND ELECTION OF OFFICERS

 (a)        At the extraordinary General Meeting the Nomination and Election of Officers shall take place. The voting shall be by secret ballot, and each officer shall be bal1otted for separately.

(b)        Only members in good financial standing shall be eligible for nomination. The Treasurer shall at each nomination have avail-able a complete list of the members in good financial standing.

 

RULE 7. DUTIES OF OFFICERS

 (a)        The President shall preside at all meetings of the Association and shall enforce the due observance of the Rules.

 (b)        The Vice-Presidents shall assist the President generally and in his absence preside at meetings of the Association and perform any of his other duties.

 (c)        The Secretary shall attend all meetings keep an accurate record of the proceedings at meetings, read communications and conduct the correspondence of the Association.

 A current account shall be maintained in a bank and the persons authorised to sign shall be any two of the following:-

President, Treasurer and Secretary

 (e4)      The Assistant Secretary shall assist the Secretary generally and in his/her absence perform his/her duties at meetings of the Association.

 (a)        The Treasurer shall attend all meetings and be responsible for the proper keeping of the financial records of the Association. He/she shall receive all money paid in for the Association and shall lodge such money within a reasonable time after

the receipt thereof to the credit of the Association at the bank for the time being carrying the account of the Association.

 

RULE 8  SUBSCRIPTION

            The annual subscription shall be payable by each member and a member who is 12 months in arrears with his subscription shall not be considered as being in good financial standing and shall not be entitled to vote until he has paid up the arrears of his subscription.

Subject to Rule 3(c).

           

RULE 9.  PROCEDURE

             The procedure to be adopted at meetings shall be prescribed by the Executive Committee but generally the following guidelines shall be followed

 (a)        All notices shall be seconded before they can be entertained.

 (b)        All. members shall stand when speaking on a motion or resolution.

 (c)        All questions shall be asked through the President

 (d)        A motion may be withdrawn at any time prior to it being put to the vote

 (e)        No motion shall be in order while a question is under debate except

                        (1)        to adjourn

                        (ii)        to amend the original motion

                        (iii)       to close the debate.

 

(f)         Should more than one member rise to speak the same time the President shall decide who is entitled to be first heard.

  (g)        Voting shall he by show of hands. except otherwise specified in the Rules or unless at least 20% of the members present and entit1ed to vote ask for a secret ballot, in which event voting shall be by secret ballot.

 (h)        In the event of a tie, the President shall have a casting vote.

 

 

RULE 10 ALTERATION OF RULES

             The Association may from time to time add to, amend, revoke or replace the Rules or any of the Rules of the Association at a General Meeting, or a Special Meeting notice of which has been previously given, called for the purpose, by 2/3 majority of the members present at such meeting and entitled to vote.

 

RULE 11. APPOINTMENT OF AUDITOR

 

            An Auditor who shall not be a member of the Committee shall be appointed by the Association in General Meeting.

RULE 12.        INDEMNITY

              The Association shall indemnify each member of the Committee for expenses both authorized by the Committee or incurred in good faith on behalf of the Association.

 

RULE 13.   CHAPTERS

             Past students of the school may wherever residing, form local or overseas chapters of the Association.

             Such chapters shall be affiliated to the Association.

             The chapters shall prescribe rules governing the membership, the election of officers and the payment of subscription, provided that such rules shall not be inconsistent with the rules of the Association.

             The chapters shall at the request of the Association, furnish it with such information concerning the operation of such chapters which the Association may from time to time require.
